Hook Park is a proposed new neighbourhood by Poppymill, transforming neglected and inaccessible land on the edge of Chessington into a high-quality, sustainable community.

At its heart is an 8.4 acre public park, part of over 20 acres of new open space — creating safe public access for the first time and new walking and cycling routes linking Hook, Tolworth and Chessington.

An outline planning application has now been submitted for the plans at Hook Park, which sets out the vision and guiding principles for the development. This outline application is the first step in the planning process. It sets out the broad principles for the redevelopment, with more detailed applications to follow. There will be opportunities for local input throughout the full application process.

About Poppymill

Poppymill Limited is the landowner and applicant for Hook Park. It was established specifically to bring forward the regeneration of this underutilised site to deliver for the community.

Poppymill is supported by a specialist team including Maccreanor Lavington Architects, Markides Associates (transport and access), hgh Consulting (planning) and Cascade Communications (community engagement).

Its goal is simple: to unlock a site with little public or environmental value and replace it with a landscape-led, multi-generational neighbourhood that provides affordable homes, green space and community infrastructure for local people.

The proposals include:

  • Over 2,000 new homes, of which around 600 will be family homes.
  • 8.4-acre public park within more than 20 acres of open space.
  • Shops, cafés and workspaces creating a new local centre.
  • Later-living homes and a care home.
  • New access from the Kingston Bypass (A309), walking and cycling routes, and improved bus services.
  • Traffic filter on Clayton Road to stop rat-running and create safer streets.
  • Investment in local sports fields and community facilities.

Five Years of Engagement

Our engagement has been ongoing since 2020, allowing our team to steadily shape a plan that works for the whole community. During this five year period, consultation has included:

  • Enquiry by design workshop attended by councillors, officers and community representatives
  • Landscape and transport workshops
  • 770 doors knocked, 400+ residents spoken to, and 262 feedback forms received.
  • Local Plan engagement with Kingston Council (2022–2023).
  • Pre-application public exhibitions (June–July 2025).
  • 136 letters of support from the general public shared with the Council for the principle of development.

Each stage has shaped the plans — from design and heights to traffic and community uses.
