Hook Park covers around 50 acres of land between the A3 Kingston Bypass and Clayton Road, with the site including The Dell and Chessington Equestrian Centre. Bordered by Clayton Road to the south, the A3 to the west and north, and council-owned land to the east, the site no longer meets the criteria for green belt allocation. Entirely under Poppymill’s ownership, the site is largely developed and has no public access or community value.
The location presents a significant opportunity for thoughtful regeneration and improved community use.

Isn’t the Site Green Belt?
Although historically part of the Green Belt, the site has been identified as previously developed and/or landfilled land, a term referring to areas within the Green Belt that make a “weak contribution to its core purposes and are suitable for redevelopment when delivering clear public benefits.”
Kingston’s 2018 Green Belt Review confirmed that:
• The A3 provides a strong, defensible boundary.
• The land is previously developed and/or landfilled and inaccessible.
• It has no strategic recreational or ecological value.

The Hook Park masterplan replaces low-functioning land with over 20 acres of accessible open space, giving the community a new park, safe paths, and improved connectivity.
